benefits both large/small clubs, however there are some issues involving state cup implementations that need review o Coaches Committee voted in June to do away with 50% rule as NCS has done per Gregg Vallee (DOC/ODP) o Pearse Tormey, CESA club pass can be used by six clubs, six different ways o Promotion/relegation was discussed o Is SC big enough to do this? o Application process brought up by Kian Brownlee of SCU/MP

The idea of a club pass may be a good idea but enforcing this is a nightmare. How will people check for abuse and cheating of this ijn realtime?
